· Pre-Games:
o Health Care Team Selection
o In consultation with the CT, provide input to the CPC on the size of the Canadian Health Care Team;
o In Consultation with the CPC and CT, prepare the overall health care team sport and clinic assignments, making judicious use of the NSO nominated practitioners. Identify gaps and provide the CPC with specific needs for Expert Group (EG) nominations;
o Assist in selecting Expert Group nominated practitioners to the Health Care Team, along with the Chief Therapist, under the guidance of the COC;
o Participate in the selection of the Clinic Manager (if applicable), with the CMO and the CPC.
o Orientation Seminar
o Prepare and lead the Health Care Team specific sessions at the Orientation Seminar (Fall 2013) with the assistance of the CT, including agenda, content, speakers, handouts etc.;
o Meet Team Leaders and establish a positive relationship with each sport.
o Staffing and Training
o Develop overall staffing schedule and sport assignments, in collaboration with the CT, for all health care team members;
o Ensure all health care team members understand their scope of practice and role at the Games;
o Provide appropriate information to the health care team in advance of the Games, to help them best prepare for their role on-site;
o Assist with the implementation of health care team evaluation, as directed by the CPC;
o Encourage open and honest communication between health care team members;
o Facilitate team building amongst health care team members and between the health care team and overall mission staff;
o Ensure that health care team members received appropriate breaks during the Games (keep a reasonable pace);
o Handle all health care team staffing related disputes and issues;
o Coordinate and lead all on-site health care team meetings, with the assistance of the CT;
o Establish a mechanism for practitioners to design and implement coordinated treatment plans for all team members;
o Establish a mechanism whereby practitioners “defer” or “refer” to a practitioner with greater skill or specialization for the patient’s injury or treatment ;
o Instruct all health care team members on the daily responsibilities related to medical recording forms and clinic filing;
o Provide ongoing and honest feedback to all health care team members.
o Games Logistics Preparation
o Establish a relationship with each NSO well in advance of the Games ensuring their Games health care needs and concerns are well addressed;
o Participate in one advance visit to the Games host city (at the discretion of the Manager, Paralympic Teams) to meet with key Organizing Committee representatives and collect relevant health care information. Activities will include:
o Meet with the Host Chief Medical Officer and obtain an overview of their health care services and facilities
o Discuss emergency protocols
o Review the Host Doping plan and Gender Verification plan
o Review the village dining hall menus
o Prepare advance visit report and submit to Manager, Paralympic Teams
o Work with the CPC representative to coordinate all logistical elements of the Games health care team operations including equipment, clinic furniture, supplies, drugs, etc.;
o Work with the CPC High Performance representative to coordinate appropriate accreditation for the health care team (within the limitations of the IPC formula and regulations);
o Assist with the procurement of donation of supplies, as requested by the Manager, Paralympic Teams;
o Analyze the Host facilities and services and determine the appropriate amount and range of drugs and supplies to bring to the Games;
o Ensure all of the medications are reviewed, classified and organized in the clinic pharmacy unit, clearly labeling any banned or restricted substances;
o Inform all health care team members and Team Leaders of any special Games-related health issues, risk and requirements (immunization, environmental concerns, dietary concerns, etc.);
o Work with the CPC mission staff to coordinate the overall ground transportation needs of the health care team, using Host transportation systems wherever possible;
o Liaise with the CCES to ensure an appropriate drug protocol is established for the management of incidents involving Canadian athletes during the Games, to obtain any historical doping information of Team members and to familiarize yourself with the IPC banned and restricted substance list;
o Familiarize yourself with the CPC’s crisis communications plan;
o Establish an emergency protocol in the case of a life threatening situation;
o Work with the COC representative to coordinate lobbying the Host Organization for special needs;
· During Games:
o Games Operations
o Manage the overall Health Care Team;
o Set-up the health care operations/clinic with the assistance of the CT (ensuring that all electrical equipment is hooked up to the appropriate adapters and transformers if in a foreign country);
o Coordinate all of the health care needs of the Canadian Team, providing opportunities for non-accredited or extra-accredited health care personnel to access athletes as needed;
o Assist with the monitoring and controlling of the clinic inventory;
o Oversee and participate in the pack-up of the health care operations, ensuring the following:
o All files are in proper order and are packed together, apart from all other items
o All like items are packed together in the medical trunks so that equipment and supplies are properly packed and inventories – the trunks should be packed in such a way that they would be ready for use at another Games immediately
o All documentation (for customs purposes) are completed legibly and properly
o General Duties
o Act as a spokesperson to the media on medical issues; as directed by the CPC;
o Initiate a review of the medications being used by the athletes to ensure no banned substances are being consumed.
· Post Games:
o Submit a final report/evaluation on the health care support for the Games with input from the CT and the health care team members within 60 days of the completion of the Games
